It may be true that Utahoshi might be able to improve Fourze's capabilities or functionality by looking at Meteor System, but Tachibana obviously didn't want anyone looking at Meteor. Why else would he mandate that Ryusei not reveal himself? It would be suspicious if Ryusei didn't already know that Tachibana wanted to keep his own identity a secret from his and the Club's common enemy. As Tachibana's agent, Ryusei should do something about Utahoshi's notes, but Ryusei was curious enough himself that he couldn't bring himself to want to.

Maybe he'd ask to see the notes once Utahoshi trusted him more. —Maybe in the future when Utahoshi trusted him more, Ryusei corrected with a frown. There shouldn't be a problem with that; ingratiating himself with Kamen Rider Club was what he was here for. They already trusted him.

What was Ryusei thinking? He'd gotten a little confused. The Club did already trust him. Going any further was needless. Prying, especially, was needless. He'd feel like he was taking advantage if he asked to see the notes. Which he was, already, just by being here. But— "You don't seem upset that I saw," he said in a rush. "Wasn't it a secret?"
